Local Authorities (Members' Allowances) (England) Regulations 2003
Chairman's Allowance/Parish Councillors' Allowances
(With effect from 1st January, 2004)
1. Chairman's Allowance
An allowance of £0 will be paid to the Chairman of the Council.
2. Parish Basic Allowance
Members of the Town/Parish Council will be paid a Parish basic allowance of £75.
3. Parish Travelling Allowance
The Council will pay Members a travelling allowance for:-
(a) attendance at a meeting of the Council or at a meeting of a committee or sub-committee of the Council;
(b) attendance at a meeting of any body to which the Council makes appointments or nominations, or any committee or sub-committee of such a body;
(c) attendance at a meeting of any association of authorities of which the Council is a member;
(d) the carrying out of any other duty approved by the Council, or any duty of a class so approved, or in connection with the discharge of the functions of the authority or of any of its committees or sub-committees
The level of travel allowance will be:-
(i) for travel by motor car - 40p per mile
(ii) for travel by public transport - standard class fare
(iii) for incidental expenses (e.g., parking and road/bridge tolls - reimbursed at cost
4. Parish Subsistence Allowance
The Council will pay Members a subsistence allowance for Council duties for which travelling allowance is payable, as set out below:-
(i) Breakfast (for journeys commencing prior to 6.00 a.m.) - £4.50
(ii) Lunch (for journeys lasting more than 4 hours) - £6.50
(iii) Evening meal (for journeys ending after 8.00 p.m.) - £8.00
(iv) Overnight allowance (for each 24 hour period) - £80.00
(meal allowances are not claimable for days when an overnight allowance is claimed).
5. Election to Forgo an Allowance
A Member of the Council may elect, in writing to the Clerk, to forgo all or part of their entitlement to the above allowances.

Notice of Receipt of Report and Notice of Decision on Allowances

Chairman's Allowance

Report of SDC Remuneration Panel: It was their considered opinion that participation at parish level was entirely voluntary. They have recommended, therefore, that no parish basic allowance should be paid but that only a travel allowance of 40p per mile should be available. It is recognised that these recommendations of the Panel will leave those Parishes who have put forward schemes in some difficulty. However, the Regulations are quite clear. Whilst Parishes 'must have regard' to the recommendations of the Panel, they are still free to make their own decisions on whether or not to pay allowances and, if so, the levels of such allowances.
