Catcott Parish Council comments
14/04/00011/KEP - Erection of dwelling, double garage, access and turning area on land to the West of 8 Lippetts Way -
this had been received during the holiday. The Clerk has responded following consultation to the affect that the Council
still objected to the application on the grounds that it lies outside the development limit and cannot properly be classified
as infilling:-
Catcott Parish Council objects to this application.
It is NOT infilling as normally defined. The parish council feels that too much infilling already takes place - and that's within the development envelope. The Council objects in the strongest terms to supposed 'infilling' outside the development limit.
The Kate Barker report (on the internet) appears to be a discussion document rather than a government edict and CPRE published a response which challenges some of the recommendations and statistics. The Kate Barker report should not be considered a suitable reason for justifying this development.
If this application is granted there are many more sites in similar situations just waiting to be developed - it is still outside the development limit and approval of this application would open a floodgate of similar applications.
We acknowledge that mains drainage is now available but do not feel this is sufficient justification for over-riding the
other objections.
REASONS FOR REFUSAL
| 1 | The site is outside the Development Boundary for Catcott and is located in the countryside which should be protected for its own sake and where new development will be strictly controlled. The proposal would not benefit economic activity, would not maintain or enhance the environment and it would result in growth in the need to travel. The proposal is therefore contrary to Policy STR6 of the Somerset and Exmoor National Park Joint Structure Plan Review and Policy STR3 of the emerging Sedgemoor District Local Plan. |
